Foreign Terrorist Organization Designation of Juarez Cartel and Los Viagras

The U.S. formally designated the Juárez Cartel and Los Viagras as Foreign Terrorist Organizations (FTOs), expanding the list of Mexican criminal organizations subject to the designation. Los Viagras have gone back and forth from aligning with the Carteles Unidos to CJNG. For those who have spent years investigating these organizations, it represents another step in the evolution of how the United States is framing transnational organized crime.This expands the legal and financial authorities available to the U.S. government, increasing exposure not only for cartel leadership but also for those who knowingly provide material support, financial services, logistics, or other assistance. It also creates additional opportunities for intelligence sharing, sanctions, and coordinated international action.The Juárez Cartel remains one of Mexico’s oldest and most resilient criminal organizations. While it no longer commands the influence it once did under Amado Carrillo Fuentes, its networks, including La Línea and other affiliated groups, continue to play an important role in cross-border trafficking and violence along the Ciudad Juárez–El Paso corridor. Los Viagras has likewise evolved from a regional self-defense movement into a sophisticated criminal organization deeply involved in synthetic drug production, extortion, and territorial control in Michoacán.From an intelligence perspective, success will still depend on identifying and dismantling the financial networks, facilitators, corrupt officials, logistics chains, and commercial enablers that allow these organizations to survive despite the arrest or death of individual leaders.
